📋 CAWS Roles & Responsibilities

⚓ The Captain — Strategic Oversight & Delegation

The Captain acts as the operational anchor for CAWS, assessing community needs and assigning the right team members to specific situations.

  • Evaluating incoming community requests or safety alerts and assigning the appropriate Lieutenants based on the skill sets required
  • Coordinating with Safety Lieutenants to ensure a trauma-informed, de-escalating presence is ready for volatile situations
  • Reviewing reports sent in by Guardians to determine if an incident requires immediate dispatch or official intervention

🛡️ Lieutenants — Direct Action & On-the-Ground Response

Lieutenants (typically male, but open to all genders) are the hands-on responders who physically deploy to assist individuals in need of immediate, tangible support.

  • Conducting wellness checks or delivering emergency supplies to isolated seniors or families in distress
  • Providing a protective physical presence during safe-walk transitions for women escaping domestic instability
  • Assisting in the physical location and recovery of missing children or runaway youth in coordination with local safety networks

🤍 Safety Lieutenants — Guidance, Comfort & De-escalation

Composed entirely of female members, this specialized tier focuses on psychological safety, emotional grounding, and lowering tensions in high-stress environments.

  • Stepping in to de-escalate a crisis involving a highly agitated or traumatized individual, using non-threatening communication to restore calm
  • Serving as the primary point of contact for women or children who have experienced abuse, ensuring they feel safe, heard, and unthreatened during an intervention
  • Guiding victims through the immediate aftermath of a crisis, offering emotional stability before turning them over to formal support systems

👁️ Guardians — Community Vigilance & Reporting

Guardians are the eyes and ears of CAWS embedded directly within the community. They monitor local neighborhoods and public spaces to spot early warning signs of harm. This is your role.

  • Noticing and documenting suspicious patterns, such as signs of human trafficking, elder neglect, or predatory behavior around local parks and schools
  • Acting as a trusted, local confidant for neighbors who want to voice safety concerns but are hesitant to go directly to the authorities
  • Using careful discernment to report critical observations either straight to the RCMP or to a designated CAWS club member to decide the safest next step

Operational Scope: No clearance required. Guardians strictly monitor and report — they do not intercept suspects or conduct investigations. The strength of the Guardian tier relies on numbers and coverage: by simply being present and aware, Guardians effectively shrink the spaces where crime can safely operate.
